Dimensions are the pixel width and height, like 1920 × 1080 px. File size is what the encoded file weighs on disk, in KB or MB. They move together but they are not the same thing. Halving the dimensions removes roughly three quarters of the pixels and usually shrinks the file dramatically, while compression lowers the file size without touching the dimensions at all. Yes. Turn off the aspect-ratio lock and enter both values to force exact dimensions. The image will be stretched to fill them, so edges and faces can distort. Leave the lock on and fill in one field when you want proportional downscaling, which is right in almost every case.
